I think another element that can supercharge this strategy (and something I would guess the Saints and Browns are both thinking about) is if you can perfectly time dropping in a rookie QB during one of those "take your medicine" years where you actually aren't having to operate sub-100% in terms of player-value dollars. What "pushing all the chips in" looks like in this setup definitely feels more limited though.
